The order to apply in
HVMP requires you to use up other available funding first. That one rule means applying in the wrong order can cost you thousands. No government page walks through this, which is probably why so many families get it wrong.
We’re not government benefits experts — this is our understanding of these programs based on public information, and rules can change. Always confirm details directly with the program before applying.
The rule that drives everything
HVMP is a funder of last resort. If Ontario Renovates money was available to you and you didn’t pursue it, HVMP can reasonably say you have not exhausted other funding. So Ontario Renovates goes first or alongside, never after.
The sequence
Book the OT assessment now
Everything downstream needs it, and it’s the slowest thing to arrange. Ask your family doctor, or call Ontario Health at Home at 310-2222 (no area code). Don’t wait until you’ve decided on a program — the assessment is what tells you which programs fit.
Check whether your municipality’s Ontario Renovates window is open
First-come, first-served until the year’s funding runs out, and the window differs by municipality. If it’s open, apply now even if the rest of your plan isn’t settled. If it’s closed, note when it reopens and say so in your HVMP application.
Get two quotes
HVMP requires two. Get them early — they feed both applications, and quotes take longer to collect than families expect. Every business in this directory can quote.
Apply to Ontario Renovates
Through your municipality or regional service manager, not the province. Keep whatever they send you, including a refusal — a written “no” or “funding exhausted” is exactly the evidence HVMP wants.
Apply to HVMP, with the Ontario Renovates outcome attached
Submit through March of Dimes with the OT assessment and both quotes. Allow 8 to 10 weeks minimum, and be aware that applications landing at the end of a quarter can slip to the next funding period.
Claim the tax credit after the work is done
HATC is claimed on your return for the year the work was paid for, on line 31285. It doesn’t interfere with anything above, so it always comes last. Keep every invoice.
What if you’re in a hurry?
Sometimes the honest answer is that the funding timeline doesn’t match the need. HVMP alone runs 8–10 weeks after an OT assessment you may wait weeks for. If someone is coming home from hospital next month, the realistic path is often to pay for the urgent work, claim HATC, and apply for funding on the next phase. That’s not a failure — it’s just what the timelines allow.
